City of Rogers (AR) Fire Department


Fire Chief Tom Jenkins has served as the City of Rogers, Arkansas fire chief since 2009. He holds a bachelor's degree in fire protection and safety engineering from Oklahoma State University, and a master's degree in public administration from the University of Oklahoma. Chief Jenkins is a 2006 graduate of the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, Maryland and is a Chief Fire Officer and Chief Medical Officer designee from the Commission on Professional Credentialing. Chief Jenkins is a regular presenter at national conferences and serves in various capacities on numerous boards and committees, including NFPA 1710. Chief Jenkins served on the Industrial Advisory Board for Oklahoma State University's Fire Protection and Safety Program and has been an adjunct professor for Oklahoma State University and Northwest Arkansas Community College. He was the President of the International Association of Fire Chiefs in 2017-2018.  

Anthony J. Romanello

Executive Director

Henrico County Economic Development Authority


Anthony Romanello has made his career serving local governments in Virginia. He worked for the City of Richmond in various roles from 1992 – 2000 including four years as Assistant to the City Manager. He was Town Manager of West Point from 2000 to 2003. From 2003-2007, he was Deputy County Administrator for Stafford County, Virginia. On January 1, 2008, he became Stafford’s sixth County Administrator and served until August 2016.  In August 2016, Anthony became Deputy County Manager in Henrico County and in March of 2019, Anthony was appointed Executive Director of the Henrico Economic Development Authority.

Anthony has a Bachelor of Arts in History and American Government with a Minor in Religious Studies from the University of Virginia and a Master of Public Administration from Virginia Commonwealth University. He is a credentialed manager through the International City/County Management Association (ICMA).

Anthony is a graduate of the Harvard Kennedy School’s Senior Executives in State & Local Government, the University of Virginia’s Senior Executive Institute, and Leadership Metro Richmond. He is an adjunct faculty member in the Virginia Tech Master of Public Administration program.

Anthony is an Eagle Scout and in 2015 was recognized by the National Eagle Scout Association as an Outstanding Eagle Scout.

He is the author of Random Thoughts: Reflections on Public Service, Fatherhood, and Middle Age.

Anthony and his wife Diane live in Glen Allen, Virginia with their five children.

Reginald D. Freeman

Fire Chief / Emergency Management Director

City of Hartford


Reginald D. Freeman is the 37th Fire Chief/Emergency Management Director for the City of Hartford. Prior to the City of Hartford, Chief Freeman served as the international Fire Chief for Lockheed Martin and served as a civilian Fire Chief in Iraq for the U.S. Department of Defense from 2004-2008. He has worked in a number of fire service capacities in his career including Firefighter/Emergency Medical Technician (EMT), Fire Captain, Fire Service Instructor, Assistant Fire Chief, and Fire Chief.

Chief Freeman’s educational accomplishments include a Bachelor of Arts in Leadership from Bellevue University in Bellevue, NE. He earned his Master’s Degree in Executive Fire Service Leadership from Grand Canyon University in Phoenix, AZ and he is currently pursuing his Doctorates in Organizational Leadership with an emphasis in Organizational Development. Chief Freeman is also a graduate and Fellow of Harvard University’s Senior Executives for State & Local Government program at the Kennedy School of Government. Chief Freeman previously served as the Chair of the Industrial Fire & Life Safety Section for the International Association of Fire Chiefs (IAFC) and a previous Board member of the Executive Fire Officer Section of the IAFC and Technical Committee member of NFPA 1021 (Fire Officer Professional Qualifications), respectively. Additionally, Chief Freeman serves as a Commissioner for the Commission on Professional Credentialing via the Center for Public Safety Excellence, Inc. and is also the Director of Training for the Caribbean Association of Fire Chiefs. Chief Freeman is a credentialed Chief Fire Officer (CFO) through the Center for Public Safety Excellence, Inc. as well as a credentialed “Fellow” with the Institution of Fire Engineers, USA Branch. Lastly, Chief Freeman serves on the Board of Directors for NFPA.

Chief Freeman is an Adjunct Professor for Anna Maria College and the University of Florida where he lectures in both undergraduate and graduate Fire Science and Master of Public Administration programs.

Josh M. Stefancic

Fire Chief

City of Safety Harbor - Fire Department

Josh Stefancic is the Fire Chief for the Safety Harbor Fire Department in Safety Harbor, Florida. Prior to his position as Fire Chief, Josh was the Fire Marshal for the City of Largo, Florida. He began his fire service career as a firefighter/paramedic in Chicago's northern suburbs in 2001, immediately after receiving his Bachelor of Science degree from Oklahoma State University (OSU) in Fire Protection and Safety Engineering Technology. Josh is a graduate of the National Fire Academy’s Executive Fire Officer Program, and received his Masters of Science degree in Fire and Emergency Management Administration, also from OSU. Josh is an Executive Board member of the International Fire Service Training Association (IFSTA) and is currently working on his Masters of Public Administration from Florida Gulf Coast University.
